The United States is known for its high recidivism rates, both federal and state. Approximately 725,000 inmates are released annually from prisons throughout the United States. A 2011 study by the Pew Charitable Trusts’ Center on the States indicated that more than 4 in 10 will return to prison within three years. Almost half of the individuals returning to prison were re-incarcerated for technical violations and not for new crimes. A parolee could be violated for not finding employment or the failure to establish a permanent address.
A cornerstone for successful reintegration is employment. A returning citizen from prison faces major obstacles in finding employment. Many prospective employers are biased against former inmates.
