The St. Louis County Department of Justice Services is responsible for the overall management, operation, and security of the St. Louis County Jail. We are located at 100 South Central Avenue, Clayton, MO. The building is more commonly referred to as the Buzz Westfall Justice Center. We provide secure custody and supervision to incarcerated individuals through direct supervision. We are also responsible for the necessary guidance for individuals to improve their lives before re-entering the community. General Overview Mail is delivered once a day, Monday through Friday, excluding holidays. There is generally no restriction on the volume of correspondence that an inmate may send or receive. However restrictions apply to the amount of mail that can be contained in a cell. All mail not identified as legal mail will be opened and inspected for contraband. Legal mail is defined as mail between an inmate and his/her attorney, judges, officers of the court, officials of the confining authority, administrators of the grievance system, members of the paroling authority or an elected official. Legal mail is opened and inspected in the presence of the inmate. Mail sent to released inmates will be returned to sender. Excessive amounts of "junk mail" and/or abuse of the mail system may result in limiting the amount of mail that an inmate may receive. Sending Mail Send inmate mail by addressing the envelope in the following manner: Inmate's Name/Inmate Master Number 100 S. Central Ave. 3rd Floor Mail Room Clayton, MO 63105
